PURPOSE: County Council to approve and authorize County Executive to Execute the Stormwater Strategic Initiative Lead Grant Agreement No. WQNEPSQ-2025-SnCoEF-00028 with the Washington State Department of Ecology.
BACKGROUND: The Parks division of DCNR plans to implement a feasibility study and design project at the Evergreen State Fair Park. The project will create preliminary engineering designs of BMPs to address the current ineffective stormwater infrastructure and pollution of natural drainage contaminating French Creek, and an un-named tributary. The BMPs will address the potential to daylight a stream channel and to construct a stormwater vault to remove pollutants from stormwater at the site. The project will also include recommendations for an interpretive program for public education at the site. This agreement in the amount of $862,300 for the period of 7/1/2025 through 12/31/2027 was not included in the 2025 Grant Work Plan and requires Council approval.
