PURPOSE: Ongoing compliance with RCW 84.34, enacted by the state legislature to “maintain, preserve, conserve and otherwise continue in existence adequate open space lands for the production of food, fiber and forest crops, and to assure the use and enjoyment of natural resources and scenic beauty for the economic and social well-being of the state and its citizens” and that “assessment practices must be so designed as to permit the continued availability of open space lands for these purposes.”

 

BACKGROUND: Applicant no longer meets the commercial agricultural income requirements for Open Space Farm & Agriculture and seeks reclassification under Open Space General - Agricultural Conservation for 10.86 acres for which application has been made. 

Although application has been made for the Open Space General-Agricultural Conservation classification, the current use of the subject property does not conform to the requirements of the Open Space General - Agricultural Conservation classification, as it primarily wooded. 

Historically this was part of a march larger holding that qualified for Open Space Farm & Agriculture, which classification permits up to 20% of the land area to be comprised of a “woodlot.” Over time the land has been segregated into smaller parcels that have been sold off from the original farmstead, leaving a much smaller parcel standing alone and entirely wooded, less the one-acre that is removed from classification for the single-family residential structure thereon.  As such, it no longer qualifies for the Open Space Farm & Agriculture classification on that basis alone.

While unsuitable for Open Space General-Agricultural Conservation, the Assessor recommends its suitability for the Open Space General-Land classification for assessment purposes instead.

As applicants submitted application in 2023, expedited processing is requested due to delays in routing.
