PURPOSE: To hire Landrum & Brown for on-call Airport Planning and Business Services at Snohomish County Airport.
BACKGROUND:
• Snohomish County Airport (Paine Field) has need of professional assistance with various aeronautical planning studies, layouts and updates, as well of development of various forms, policies and best practices related to airport business development.
• Landrum & Brown has been selected on the basis of their qualifications to perform the on-call Airport Planning and Business Services identified in Schedule B of RFQ 24-011BC.
• Landrum & Brown has a 75+ year history of providing airport planning and development services, including successfully completing the 2020 update to the Airport Master Plan at Paine Field.
• This contract will be administered over four years, with the ability to extend for additional time at the option of the County.
• The required funds will be provided from the Airport fund and supplemented with grant funding when available. The total expenditure shall not exceed $1,000,000.
• The Airport seeks authorization for the Executive to execute this professional services contract with Landrum & Brown.

DEPARTMENT FISCAL IMPACT NOTES: The airport shall only use this contract when funds are available and approved in the budget. In addition, the airport shall use FAA Grants or Passenger Facility Charges (PFC) whenever feasible.
