PURPOSE: Authorizing the County Executive to sign the January 1, 2025 - December 31, 2028, Collective Bargaining Agreement between Snohomish County, Washington and the Snohomish County Corrections Guild.

 

BACKGROUND: This is a four (4) year agreement with the Snohomish County Corrections Guild, effective January 1, 2025 through December 31, 2028.  The agreement includes language exempting the non-discrimination clause from the grievance procedure, conditional voluntary overtime paid at two and a quarter times (2.25 X) an employee’s regular rate of pay to reduce mandatory overtime by incentivizing employees to volunteer, increase the probationary period from 9 to 12 months, increase in vacation accrual to align with increases provided to other units in 2023, sick leave cash out at separation tied to  good standing, increase in life insurance, and some other administrative updates. Appendix A provides for increases in wages effective January 1st of each year based on a June-to-June annual CPI-W formula with a floor of two percent (2.0%) and a ceiling of four percent (4.0%) as well as a new monetary recruitment incentive to employees who successfully recruit individuals subsequently hired into a regular position within the bargaining unit. This agreement supersedes the agreement that will expire December 31, 2024, and covers approximately 150 employees.
