PURPOSE: Approval of this Right-of-Way (ROW) plan will allow the ROW acquisition phase for the Sno. Co. Stanwood Culvert Replacement near 19224 Marine Dr.

 

BACKGROUND: The County proposes to replace two existing failing corrugated metal pipe culverts that convey Martha Lake Creek under Marine Dr., with a structure designed to meet both fish and terrestrial animal passage.

The project will require temporary construction easements from four parcels. The Right-of-Way acquisition process is scheduled to occur in 2026.

The project is located within Council District #1.

Construction funding is being provided by a combination of $3M from Congressionally directed spending (sponsored by Rep. Larsen), and any additional required funds would come from SWM Fund. We have also applied to the Fish Barrier Removal board for grant funds to help cover construction costs. Design is being funded entirely with SWM funds.

We have been in communication with the property owners immediately adjacent to the project site and will be sending mailers to the larger community that will be impacted by this project.
