PURPOSE: Approval of Agreement CCF04-23 will allow Snohomish County Public works to utilize PH Consulting, LLC to provide Design Services necessary to complete the 84th Street NE Corridor Spot Improvement project.
BACKGROUND: The Department of Public Works (PW) has received federal funding to complete spot safety improvements on the 84th Street NE Corridor from SR 9 to SR 92. 84th Street NE Corridor carries a high volume of traffic at high speeds which results in a high crash rate. This project will design and implement the recommended near-term improvements as outlined in the 84th Street NE Corridor Implementation Action plan which is included in the ECAF package. The Transportation and Environmental Services division of PW does not currently have the staff capacity to complete Design Services for this project. Through a Request for Qualifications (RFQ) PW has solicited the services of a consultant to assist the County with this project. PH Consulting, LLC responded to RFQ-23-002SB and was selected through established Federal, State and County policies and practices. This agreement includes technical reports, plans, estimates and specifications (PS&E) and environmental permitting. A Professional Services Agreement between Snohomish County and PH Consulting, LLC was negotiated. The total budget for this ECAF is $104,842.54, which includes the agreement total amount of $95.311.40 and an additional 10% contingency amount of $9,531.14, for allowable unforeseen costs. The approving motion for the agreement authorizes the Public Works Director or Deputy Director to approve and execute amendments to the agreement within this total budgeted amount.
