Approval of Amendment 1 to an Interagency Agreement with the Washington State Health Care Authority for the LEAD Program

PURPOSE: To obtain the Executive’s signature on Amendment 1 to a two-year contract with the Washington State Health Care Authority (HCA) for the continued implementation of the LEAD Program in Snohomish County.
BACKGROUND: In June 2020, the HCA awarded Snohomish County a $1,685,878 grant to launch the LEAD Program in partnership with the Prosecuting Attorney’s Office (PAO). Since that time, the HCA has continued its support for LEAD, which also receives funding from the North Sound Behavioral Health and Administrative Services Organization, and the US Department of Justice. The current interagency agreement with HCA (contract K8486), which has a two-year term beginning July 1, 2025, and ending June 30, 2027, provides up to $1,552,326 in grant funding. The Executive signed this agreement on 9/29/2025. Amendment 1 alters the Scope of Work only. There is no change to the grant award or the term. This grant is included in the PAO’s 2025 Grant Work Plan, which the Council approved (see Motion 24-380). Therefore, per SCC 2.10.10(28), the Executive has authority to sign this latest interagency agreement. After the Executive signs the attached PDF, we will send the Executive a DocuSign version of Amendment 1 for signature, per the grantor’s request.
