PURPOSE: The purpose of this ECAF is to approve and execute Amendment 9 to the Website Development and Hosting Agreement for CivicPlus to acquire and implement CivicPlus Chatbot.
BACKGROUND: The County entered into an agreement with CivicPlus in 2013 for the development of the County website. The Agreement states that additional services may be added by amendment or separate agreement. The CivicSend module was added in 2015, ADFS and HTTPS software services were added in 2016, PlatinumPlus Security services were added in 2018, Media Hosting was added in 2019, CivicOptimize was added in 2021, a sandbox environment, additional SMS text capacity, AudioEye Managed, and Design Center Pro was added in 2022, and the Agreement was extended for five years in 2023. Civic Resident and Community Engagement continues to be a core priority for Snohomish County government and is a key strategic initiative for Snohomish County IT. The County desires to acquire and implement CivicPlus Chatbot, an artificial intelligence (AI) tool which will enable the County to better communicate with the customers during customer service interactions, and helps customers to better self-serve locating information already available on the for use on its website. The annual maintenance and support cost for the service is $12,500 and the one-time implementation fee is $2,500.00. The increased cost to the Agreement for CivicPlus Chatbot implementation and pro-rated subscription fees from January 1, 2026 through July 31, 2026 shall not exceed Nine Thousand Seven Hundred Ninety-One Dollars and Sixty-Seven Cents ($9,791.67) with a total increase of $35,927.92 through July 31, 2028 plus applicable sales tax. Beginning August 1, 2026, the services are subject to an annual 3% increase. Approval of this Amendment 9 will allow the Department of Information Technology to implement Chatbot. Expedited handling is requested in for the implementation to begin immediately.
