ITEM TITLE:

Amendment No. 2 to contract with Brycer, LLC for Fire Systems Reporting services

DEPARTMENT:  Planning and Development Services

ORIGINATOR:  Julie Mass

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Services contract to provide fire systems inspection reporting to the Fire Marshal’s Office.

BACKGROUND: Pursuant Snohomish County Code and the International Fire Code (IFC), the county requires confidence testing of fire and life safety systems consistent with the timeframes established by the IFC. The Fire Marshal's Office conducted an RFP in June 2019 for a vendor to provide an online portal through which inspection service providers report fire life safety systems confidence testing results for businesses in unincorporated Snohomish County. These reports are provided to the Fire Marshal’s Office at no cost. This is a fully paperless system for which service providers are charged $15 per report to upload. The County selected Brycer as the preferred vendor to manage the reporting system. Brycer sends out compliance notifications and follows up with service providers and businesses to ensure compliance with county code. This system has been in place since January 2020 and has worked very well. It has increased rates of compliance and has saved the fire inspectors a great deal of time and effort so they are able to be more efficient in completing fire life safety inspections and in issuing annual certificates of occupancy. The existing contract has been extended annually up to the maximum number of years; it expires on December 31, 2025. The Fire Marshal’s Office and Brycer wish to amend the contract to extend the annual terms for up to another five years and adjust the reporting fees through execution of Amendment No. 2 to the original contract.
