ITEM TITLE:

Title

Motion 26-403, authorizing the County Executive to sign Supplement No. 4 to Professional Services Agreement CCF01-24 with Perteet, Inc. to provide design services for I-5/164th St SW Direct Access Improvements

body

DEPARTMENT:  Public Works

ORIGINATOR:  Julie High

EXECUTIVE RECOMMENDATION:  Approved by Thomas Teigen 10/5/26

PURPOSE: APPROVAL OF AUTHORIZING THE COUNTY EXECUTIVE TO SIGN SUPPLEMENT NO. 4 TO PROFESSIONAL SERVICES AGREEMENT CCF01-24 WITH PERTEET, INC. TO PROVIDE DESIGN SERVICES FOR I-5/164TH ST SW DIRECT ACCESS IMPROVEMENTS

BACKGROUND:
The Department of Public Works (PW) intends to complete access improvements near the I-5/164th St SW interchange by providing a new east/west connection over I-5 along with improved connections to the road system for transit, HOV, and multimodal travel, increasing access to the future Sound Transit light rail station and the Ash Way Park & Ride.

The Washington State Legislature appropriated a Move Ahead WA grant to Snohomish County to fund these improvements:
- $2M for the 2023-2025 biennium
- $4M for the 2025-2027 biennium
- $6M for the 2027-2029 biennium (appropriation anticipated by Legislature in the session prior to entering biennium)
- $8M for the 2029-2031 biennium (appropriation anticipated by Legislature in the session prior to entering biennium)

The Department of Public Works does not currently have the capacity to provide design services for this project; therefore, Public Works has determined a need for assistance from a consultant.

Through a Request for Qualifications (RFQ) PW solicited the services of a consultant to assist the County with these projects.  Perteet Inc. was one of two consulting firms responding to RFP-23-013SB and was selected through established federal, state and county policies and practices.

A Professional Services Agreement between Snohomish County and Perteet, Inc. was negotiated in June 2024. Public Works has since processed three supplements to the original agreement, all of which were within the county-approved contract amount to provide additional but related services:
- Supplement No. 1 was a periodic rate adjustment executed on October 19, 2024
- Supplement No. 2 was a periodic rate adjustment executed on September 15, 2025
- Supplement No. 3 was a periodic rate adjustment and reallocation of existing project budget between subconsultants and as executed on November 12, 2025
- Supplement No. 4 is proposed under this ECAF and adds additional scope for the project’s 30% Design Documents and an additional budget of $5,337,509.
