PURPOSE: Authorizing the County Executive to sign JOC Contract JC-24-23-F with Forma Construction Company to Install 2,500 SF of TECCO® Mesh along the north side of N High Rock Rd.
BACKGROUND: After heavy rains in December 2023, a section of North High Rock (NHR) Road failed. A temporary single-lane repair was completed in summer 2024 using a retaining wall. In summer 2025, Snohomish County Public Works plans a long-term fix with TECCO® slope stabilization, reinforcing the embankment with mesh and deep nails while reseeding the landscape. Traffic control will be provided during construction to direct residents around the work area. The NHR road is the sole access for hundreds of residents. Over 3,000 residents signed up for update notifications through the project website. A total of 149 postcards were sent as part of the Land Disturbing Activity (LDA) notice of application. Road Maintenance budgeted funds will be used for the construction of this project. The project falls within Council District #5. This project is under 600 single trade hours and doesn’t have apprentice utilization requirements.
