PURPOSE: Approving the Assessor’s Agreement with CoStar for Professional Services for the period of 2/1/2026-1/31/2027
BACKGROUND: The Snohomish County Assessor is responsible for valuing all real and personal property in Snohomish County to establish an assessed value for property tax purposes. Obtaining accurate information regarding the circumstances and conditions of property sales is critical to the fair and equitable valuation and assessment of real and personal property. Professional services provided by contractor CoStar, including researching and publishing market reports, analysis, and realty information, has aided and continues to aid the Assessor to determine market values according to applicable industry standards and in compliance with Washington State law. The subscription agreement (“Agreement”) entered into by the Assessor and CoStar for an original two-year term allows for annual 1-year extensions with no limit to term. Funds to pay the annual subscription cost per the Agreement were included in the 2025/2026 biennial budget approved by the County Council on November 25, 2024. The aggregate payments for the subscription cost per the Agreement now exceed the $100,000 limit of contract approval by County officials listed in SCC 3.04.140. Requesting the Snohomish County Council to approve and authorize the Executive to sign necessary documents to pay the 2/1/2026 - 1/31/2027 subscription fee of $33,901.92, per the terms and conditions of the Agreement agreed to between the Assessor and CoStar.
