PURPOSE: Approval of Supplement No. 5 to Professional Services Agreement CCF03-21 with Otak, Inc. for Design Services, Alderwood Mall Parkway: SR 525 to 168th ST SW adding additional scope and budget.
BACKGROUND: • The Department of Public Works (PW) intends to improve traffic flow and capacity on Alderwood Mall Parkway by widening to a five-lane roadway between the northbound ramps of State Route 525 and the 16800 block of Alderwood Mall Parkway. • Otak, Inc. responded to RFQ-006-21DW and was selected through established Federal, State and County policies and practices. The initial agreement was approved by Council on 12/16/21 for $834,865.00 and included a $83,486.00 contingency amount. • Since that time, four supplements have been issued to extend the contract completion date and make periodic contractual rate adjustments. The contingency amount has not been used. • The project will construct new travel lanes, a center turn lane, bike lanes, and sidewalk, as well as, modifying the intersection of SR 525 northbound ramps and Alderwood Mall Parkway. The existing culverts for Box Spring Creek and two unnamed streams will be upgraded to fish passable culverts. • The total budget for this ECAF is $226,073.00, adds an additional scope for 14 months of project management and coordination, a full Biological Assessment supporting formal consultation with the National Marine Fisheries Service, wetland and stream delineation, additional storm drainage design, Box Spring Creek alternative culvert design, and bidding and construction period services.
