PURPOSE: Approval of Amendment No. 3 to Agreement SWMCC01-22, which will allow Surface Water Management to continue utilizing Aquatechnex, LLC for invasive aquatic plant herbicide treatments in Snohomish County lakes. This amendment extends the agreement an additional year; adds $251,600 to the original contract amount of $319,700 for a total of $571,300; and adds three chemical control options not previously included in the original contract.

BACKGROUND: Invasive aquatic plants continue to affect lake health and recreation across Snohomish County. Surface Water Management (SWM) currently assists communities at six local lakes. This work has expanded since Council approved Agreement SWMCC01-22 with Aquatechnex, LLC in 2022. Funding capacity has also grown: SWM has secured new grants for Lake Serene (2025-2026) and Lake Roesiger (2026-2027) and will be applying for an additional Lake Serene/Sunday Lake grant this fall to support work in 2027-2028. Lake community funding has also increased via lake surcharges established in SCC 25.20.050 through 25.20.054. To support ongoing and upcoming work at Lakes Goodwin, Shoecraft, Roesiger, Serene, and Sunday, SWM requires an increased contract amount and an extension of the agreement term. This amendment includes all potential additional work in 2026 and 2027 assuming the new grant will be obtained. The original contract allows it to be extended or renewed for two additional one-year terms, with the first one-year extension previously approved under amendment 2, so amendment 3 covers the 2nd allowed one year extension. Amendment 3 also adds three new treatment options to address curly-leaf pondweed at Lake Serene, which had not yet had a treatment plan completed when the original contract was approved. The original solicitation and associated contract allow for additional chemical control options to be added as needed.
