PURPOSE: To obtain the Executive’s approval of a 2025-26 grant award from the Washington State Department of Commerce (DOC) for the Victim Witness Assistance Program to the Prosecuting Attorney’s Office (PAO)

BACKGROUND: The DOC has awarded the PAO a $69,029.00 grant, starting July 1, 2025, and ending June 30, 2026, to support our Victim Witness Assistance Program.  The PAO has received this formula-based grant since 2006. The PAO will use the grant funds to support the work of two Victim Witness Advocates in Fund 118, who work with victims and witnesses involved in criminal cases.  This grant is included in the PAO’s 2025 Grant Work Plan that the Council approved, and per SCC 2.10.010(28), the Executive has the authority to approve grant awards included in the Grant Work Plan. The grant agreement is attached to this ECAF as a PDF, for the Executive to review and sign.  His signature is required on pages 3, 15, 18, 19, 20, and 21.  The award is also available in DocuSign format, which the Executive will sign as well, as this is the most efficient and preferred method for approving the grant award with DOC.  The Executive has already received the DocuSign document which he may choose to complete following the Legistar approval process.

DEPARTMENT FISCAL IMPACT NOTES:  The grant award is $11,415 less than expected, based on previous annual awards. It is unlikely that other revenue streams, such as the State Assistance Account (which the legislature cut in half as of 7/1/2025), will offset this shortage.
