ITEM TITLE:

Title

Authorizing the Executive to sign of Change Order CO-24 to Bid PW-24-027SB for the Construction at the New Start Center of Everett with Marpac Construction LLC.

body

DEPARTMENT:  Facilities and Fleet Management

ORIGINATOR:  Lance Meinhold

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: To obtain Executive approval of Change Order 24 to Marpac Construction.

BACKGROUND: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. The City of Everett Electrical Inspector pointed to several typical conditions that would need to be repaired during a pre-construction meeting. These conditions were exposed by the moisture remediation process which occurred after the bid walk. Thus, the contractor had no previous knowledge of the condition to include the repairs in the base bid. The electricians tracked their time and materials to make the repairs as evidenced in the attached documents. The exterior, egress lights on the back building (Building B) were found to be wired directly to the electrical panel. The general contractor’s initial suggestion was to install a time clock and rewire all of the exterior egress lights. The electrical engineer’s solution to connect all of the exterior egress lights to a single switch within the electrical panels results in salvaging the existing wiring and saved approximately $25,000 in labor and materials. Tariffs on electrical components have increased the costs of the materials made after the bid and prior to purchasing by approximately 17%. The Electrical Inspector has found 94 electrical receptacles that are required to be circuited through a ground fault interceptor but are not. This work will correct those conditions. The south bearing wall of the laundry room was found to be largely rotten when the drywall was removed for the moisture remediation process after the bid walk. The change order addresses the rebuilding of the wall and the reinstallation of the electrical devices located in the wall.
