PURPOSE: To obtain approval of a $75,000, 12-month contract between the Research Foundation of CUNY, on behalf of CUNY Institute for State and Local Governance (ISLG), and Snohomish County for consulting on analytics and communications in the development of a criminal justice data dashboard. Funding for this project is by way of a grant from the Tulalip Tribes.
BACKGROUND:
The Prosecuting Attorney’s Office (PAO), in partnership with ISLG, Microsoft, and the County’s Information Technology Department, has been working for the past two years on the development of a criminal data dashboard to provide information to colleagues and citizens regarding criminal justice efforts (Phase I). The PAO expects to launch the dashboard soon, and to monitor the early stages of its initial deployment. The Phase II scope of work under the contract is outlined in Schedule A of the contract, and the deliverables are listed in Schedule B of the contract. The contract, per SCC 3.04.203, qualifies for exemption from the County’s service contract competition procedure. The PAO has approved the contract as to form. The PAO requests expedited consideration of this ECAF as it intends to begin a public outreach effort about the dashboard shortly prior to the “go live” date.

DEPARTMENT FISCAL IMPACT NOTES: Contract has no effect on PAO’s General Fund authorization in 2023 and 2024. Expenditures will be made from the PAO’s Fund 100 Community Impact, which has sufficient expenditure authority in 2023, and will in 2024, as the result of a friendly amendment during the 2024 budget process.
