PURPOSE: To provide traffic control during the Evergreen State Fair.
BACKGROUND: : The annual Evergreen State Fair attracts in excess of 300,000 people and on a normal basis Highways 522 and 2 are highly impacted with day-to-day traffic. Add to this an average fair vehicle count of 8,000-10,000+ daily during the 11-day fair and the result is extreme traffic congestion. The City of Monroe Police Department is familiar with normal day to day traffic that flows through and around the City of Monroe and Monroe Police Department has provided traffic control to the Fair since 1996. The Monroe Police Department is very capable and conscious of the working nature and impact to the community the Fair creates and, through contact with Washington State Patrol and the Washington State Department of Transportation, has developed a sound traffic control system with the Fair’s concern focusing on traffic movement, emergency service access, and public safety. This Agreement has Monroe Police Department providing traffic control services on Highway 2 including Cascade View Drive, 179th Avenue SE, and the entrances to and exits from the west parking lot during the annual Evergreen State Fair.
