DEPARTMENT:  Facilities and Fleet

ORIGINATOR:  Lance Meinhold

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: To obtain Executive approval of Change Order 25 to Lincoln Construction, Inc.

BACKGROUND: The County and Lincoln Construction Inc. (LCi) entered into an agreement on December 19th, 2024, for the construction phase of the New Start Center of Edmonds. Flooring preparation was more intense than had previously been expected. The existing drawings detailed out carpet in most of the residents’ rooms. Many had been switched to resilient flooring. Cleaning of the previous glue from the resilient flooring is more intensive than preparing an area previously covered in carpet. There was also significant damage from moisture below the existing finished floors which needed to be repaired prior to the new flooring being installed. The sub-contractor tracked their hours and materials for the work and reduced the cost by their previously assumed amounts. The City of Edmonds required additional fire stopping, fire caulking, and fire-resistant rated penetrations at many areas throughout the building. The drawings from the original construction were unclear about the intent of some of the existing construction assemblies. The change from transient residents to permanent residents (stay is greater than 30 days) triggers a higher level of protection for fire assemblies. The requests provide an additional layer of life safety protection compared to the previous conditions. Alternates suggested were both more costly and would have been more labor intensive, extending the project’s schedule. The sheet metal subcontractor has suggested replacing the wall caps around the entire building. Until now, the aim was to replace only the wall caps that had failed to date. The costs provided is very reasonable and should prevent failure of other locations around the building for years to come. The walls caps which failed created the majority of the wood rot found inside the building. The South County Fire Marshal requested additional fire lane striping upon plan approval, which did not occur until after Lincon was under contract. Room 315 did not have existing flooring, this was not noticed until after construction had started, it appears to have been the one room that incorrectly documented on the drawings.
