PURPOSE: To obtain Council approval and the Executive’s signature on the contract to provide in-house physician services for inmates housed in the Snohomish County Jail

 

BACKGROUND: The Sheriff’s Office Corrections Bureau operates a 24 hour/7 day per week medical department at the Snohomish County Jail to serve the medical needs of the inmate population. Registered nurses, certified nurse practitioners, nursing supervisors and a physician provide direct medical services. The physician is responsible for examination, diagnosis, medication prescription and treatment of inmate patients referred by the Corrections medical staff. Additionally, the physician recommends, reviews, and approves standing orders for medications and treatment, and is available for after-hours consultation regarding appropriate courses of diagnosis and treatment. According to RCW 72.10.005 and 72.10.070, it is the intent of the legislature that inmates in the custody of the department of corrections receive such basic medical services as may be mandated by the federal Constitution and the Constitution of the State of Washington. Per Title 5 5.12.010(1) the department shall designate a health authority with responsibility for health care services pursuant to a written agreement, contract or job description. The health authority may be a physician, health administrator or agency. When this authority is other than a physician, final medical judgments shall rest with a single designated responsible physician licensed in the state of Washington. This contract replaces the Agreement for Professional Services with Leslie Greene, MD, approved by Council Motion 22-300, which was terminated effective September 8, 2023.
