PURPOSE: Approve grant application: FIFA World Cup Funding Opportunity

BACKGROUND: The FIFA World Cup for 2026 represents a series of high-risk events, occurring nationwide and drawing at least 5 million spectators to host cities over 38 days. Attendees will include the general public, players, and multiple heads of state and other foreign dignitaries. $625 million is being made available by DHS/FEMA to assist host cities’ safety and security needs. The City of Everett, the largest city in Snohomish County, has been designated as an official 2026 FIFA Men’s World Cup Fan Zone and will host at least four major events at Boxcar Park on the Everett Waterfront, a location within the official FIFA footprint that directly supports fan engagement and tournament operations. To ensure the safety and security of these events, the Snohomish County Sheriff’s Office, in partnership with the Everett Police Department and regional agencies, if funded, will deploy specialized teams and assets that play a critical operational role during World Cup activities. These resources include two helicopters-the UH-1H Huey with hoist capability and the MD500E patrol helicopter allowing for aerial security, rapid response, and rescue operations across Snohomish and King Counties. This grant provides one-time funding to address current public safety and operational gaps in preparation for the 2026 FIFA World Cup.
