PURPOSE: Approval of Ordinance establishing a Waste Export Services Fee Schedule and updating additional charges for unsecured loads
BACKGROUND: Solid Waste tipping fees (for municipal solid waste) have been adjusted twice during the last 33 years. The current tip fee for solid waste was established in 2009. The Solid Waste Division (SWD) has recently completed a cost of service and rate analysis. The SWD recommends establishing a separate fee schedule for waste export specific services, with an effective date of January 1, 2026. Subsequently, the base rates will increase 3% each year starting January 1, 2027. Without a solid waste rate increase in 2026, the SWD will not have enough fund balance or incoming revenue to continue operations. Separately, fees associated with unsecured loads are being updated to reflect changes in program enforcement.

DEPARTMENT FISCAL IMPACT NOTES: If the waste export service fee schedule is approved, new rates will take effect January 1, 2026 with an additional 3% increase in tipping fees beginning January 1, 2027 and annually thereafter. Additional revenue from unsecured load enforcement is also anticipated. These are estimated fees and revenues based on projected tonnage.
