PURPOSE: Approval of Agreement CC04-23 will allow Snohomish County Public Works to utilize Applied Research Associates, Inc. to provide pavement condition surveys on Snohomish County roadways.
BACKGROUND: In accordance with Washington Administrative Code (WAC) 136-70, to retain eligibility for County Arterial Preservation Program (CAPP) funds, Public Works (PW) utilizes a computer based pavement management system (PMS) to guide the pavement preservation and rehabilitation activities on all county paved roads. The PMS database provides the inventory and condition rating data for all county maintained paved roads. Analysis of the data provides prioritized lists of projects that are used to develop overlay and maintenance programs. The PMS provides the ability to monitor the performance and effectiveness of pavement maintenance and construction practices. It also provides data for short and long-term assessment of pavement maintenance and rehabilitation needs. All county paved arterials are surveyed biennially for visual pavement distress in accordance with WAC 136-70-040. In addition, the County surveys all local access roads every four years. The severity and extent of several distress types are surveyed per the “Pavement Surface Conditions Rating Manual” published by the Washington State Department of Transportation (WSDOT) while the remaining distress types are surveyed per the Army Corps of Engineers ASTM D6433. Collected data is then entered into the PMS database. Through a Request for Proposals (RFP) PW has solicited the services of a consultant to assist the County with this project. Applied Research Associates, Inc. was one of five consulting firms responding to RFP-22-050SB and was selected through established Federal, State and County policies and practices. A Professional Services Agreement between Snohomish County and Applied Research Associates, Inc. was negotiated. The total budget for this ECAF is $546,700.00, which includes the agreement amount of $497,000.00 and an additional 10% contingency amount of $49,700.00, for allowable unforeseen costs. The approving motion authorizes the Director of PW to approve and execute amendments to the agreement within this total budgeted amount.
