PURPOSE: The purpose of this ECAF is authorize execution of Amendment 2 to the OneRain Software Hosting and End User Software License Agreement to extend and upgrade services.
BACKGROUND: Snohomish County Surface Water Division of Public Works has used OneRain, Inc.’s Diadvisor database software to receive, store, and disseminate real-time data from the county’s precipitation and river gage network since 2002. The real-time data is instrumental to the county-wide flood warning system and hydrologic monitoring. The Diadvisor software is reaching end-of-life, and will no longer be supported after May 31, 2017. OneRain offers a more comprehensive management system as an upgrade to the end-of-life Diadvisor named Contrail. Approval of this agreement will allow for implementation and training services to upgrade to the Contrail platform, and ongoing hosted subscription services provided by OneRain, Inc. The Agreement was amended in 2023 to add a field decoder through 5/31/2024. The Agreement auto-renews annually and additional authorization is needed to amend the Agreement with updated pricing for future services, beginning March 1, 2026. The County issued RFP-25-0590JM-C and an award was made to OneRain, Inc. for their Elements 360 Core Package beginning March 1, 2026. The additional cost for migration services to move from Contrail Cloud Server to Elements 360 Cloud Server, including one-time on-site training, and annual subscription fees from March 1, 2026 through February 28, 2031 is Ninety-Six Thousand Dollars ($96,000) plus applicable sales tax.
