PURPOSE: To approve an amendment to an existing contract with the North Sound Behavioral Health and Administrative Services Organization (BH-ASO) regarding the term and the Operations Budget for the 2024-2025 Recovery Navigator Program.
BACKGROUND: The Prosecuting Attorney’s Office (PAO) has an existing contract with the North Sound BH-ASO for the implementation of the Recovery Navigator Program (RNP). The amendment modifies the term of the contract to be July 1, 2024, through June 30, 2025, and replaces Exhibit B-1 with Exhibit B-2, outlining the budget for 2024-2025. The total budget for 2024-2025 is $868,500. The grant funds provided by the North Sound BH-ASO support the County’s Law Enforcement Assisted Diversion (LEAD) Program, of which RNP is a component. These funds are passed through the PAO to the Evergreen Recovery Centers and the Purpose.Dignity.Action (f/k/a the Public Defenders Association), which implement the LEAD and RNP Programs. The LEAD Program is included in the PAO’s Grant Work Plans for 2024 and 2025. The PAO requests the Executive to sign Amendment 2 as soon as possible.

DEPARTMENT FISCAL IMPACT NOTES: The PAO may need to seek increased budget authority from the Council in 2024 given the availability of additional grant funds for the LEAD Program. There is no fiscal impact on the General Fund.
