Motion 21-298, approving agreement IAA22118 between Washington State Administrative Office of the Courts (AOC) and Snohomish County for the CASA Program

body

DEPARTMENT:  Human Services

ORIGINATOR:  Joelle Kelly

EXECUTIVE RECOMMENDATION:  Approve

PURPOSE: Agreement IAA22118 between Washington State Administrative Office of the Courts (AOC) and Snohomish County for the support of the CASA Program.

BACKGROUND: The Washington State Legislature approved a budget that includes funding for court appointed special advocates (CASAs).  The purpose of the funds is to help promote, support and develop CASA programs. Statewide funding for the local CASA programs is distributed by the Administrative Office of the Courts (AOC) through agreements which are renewed on an annual basis.

The purpose of the agreement is for Snohomish County to increase the number of children served by volunteer court-appointed special advocates (CASAs) as defined by RCW 13.34.030(11) in dependency matters or to reduce the average caseload of volunteers to recommended standards. Funds received by the Court under this Agreement may only be used to supplement, not supplant, any other local, state or federal funds received by the Court.

This agreement is for the period 7/1/2021 through 6/30/2022 in the amount of $211,286 and was not in the 2021 Human Services Grant Work Plan.
