PURPOSE: Approve and authorize the County Executive to sign WA State DCYF ECEAP Contract 24-1102.

BACKGROUND: ECEAP Contract 24-1102 with the Washington State Department of Children, Youth, and Families (DCYF) is for the period July 1, 2023 through June 30, 2024 in the amount of $17,440,486.40.

Established by the Legislature in 1985, ECEAP is a comprehensive school-readiness program serving low-income and at-risk 3- and 4-year-old children and their families in Washington state. Because many factors affect a child’s development and learning ability, ECEAP provides preschool education, health services coordination, nutrition, family support and parent engagement.

This Program will provide services to 1,541 children in Snohomish County - 1,276 Part-Day slots and 265 School-Day slots.

This contract was included in the 2023 Human Services Grant Work Plan; however, the award exceeds the amount included in the Grant Work Plan by more than $50,000, thus requiring Council approval.
