PURPOSE: The purpose of this ECAF is approve and execute Amendment 11 to the Software License Agreement between Snohomish County and Jury Systems Incorporated (JSI) to add the Jury+ Debit Card module and optional additional services as needed.
BACKGROUND: Snohomish County executed an Agreement with Jury Systems Incorporated (JSI) in 2002 to install, integrate, and implement the JURY+ Jury Management System (JURY+) which serves Superior and District Courts. The JURY+ system has provided complete services in jury management while ensuring compliance with state law and continues to meet or exceed all national and state jury performance standards and requirements. The Agreement has been amended ten (10) times since the initial execution to authorize annual maintenance and support, add functionality and enhance the system, and additional professional services. The Clerk’s Office wishes to add the JURY+ Debit Card module which will provide the ability to pay jurors with debit cards at a cost of $2,000 plus applicable sales tax for implementation. There will be an annual increase of $440 maintenance and support, which will be prorated for the first year to align with the current maintenance term. The Clerk’s Office is also considering additional optional services including but not limited to JURY+ Text. If the implementation of JURY+ Text proceeds, the annual fee for the functionality shall not exceed $14,500. The Clerk’s Office is also requesting additional funding of $5,000 for anticipated incidental fees through November 30, 2026. Approval of this Amendment 11 will allow the Clerk’s Office to proceed with implementation of the Debit Card module and consider moving forward with JURY+ Text.
