ITEM TITLE:
Title
Authorizing the Executive to sign of Change Order CO-15 to Bid PW-24-027SB for the Construction at the New Start Center of Everett with Marpac Construction LLC.
body
DEPARTMENT: Facilities and Fleet Management
ORIGINATOR: Lance Meinhod
EXECUTIVE RECOMMENDATION: Approved
PURPOSE: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. Marpac intended to sub-contract the plumbing scope of the project to SW Morgan when they bid the project in late 2024. At the time, SW Morgan was the low bid plumbing subcontractor to Marpac. In May, 2025, SW Morgan laid-off their entire plumbing staff. Facilities staff has verified this with other general contractors. Then, Marpac rebid the plumbing scope to four plumbing subcontractors. Steamline was the lowest bid and had the capacity to take on the project immediately. Marcap is splitting the cost of the change with the County. The County has requested the contractor to provide Builder’s Risk Insurance due to the existing, vehicular, damage to the exterior walkway columns, which was not visually evident until the decorative covers were removed during construction. Risk Management has reviewed the proposed coverage.
