EXECUTIVE RECOMMENDATION:  Approved by Lacey Harper 11/10/25

 

PURPOSE: Authorize execution of the interlocal agreement with the South Snohomish County Regional Fire Authority for provision of emergency management services for their service area, including the Cities of Brier, Edmonds, Lynnwood, Mill Creek, Mountlake Terrace and sections of unincorporated County.

 

BACKGROUND: The coordinated emergency management services that SCDEM provides throughout Snohomish County support SCRFA’s response capabilities and SCRFA would like to ensure that support throughout its response area. The City of Edmonds and Snohomish County have previously contracted for coordinated emergency management services through a series of Interlocal Agreements for Emergency Management Services, most recently dated through 2024, however the financial position of the City does not currently allow it to continue to pay the associated fees. SCRFA has agreed to pay the City of Edmonds fees associated with a new Interlocal Agreement between the County and the City of Edmonds for Emergency Management Services. The agreement is for two (years), with the option to extend the agreement for up to two (2) additional two (2) year terms.
