EXECUTIVE RECOMMENDATION:  Approved by Ken Klein 4/9/25

 

PURPOSE: Ongoing compliance with RCW 84.34, enacted by the state legislature to “maintain, preserve, conserve and otherwise continue in existence adequate open space lands for the production of food, fiber and forest crops, and to assure the use and enjoyment of natural resources and scenic beauty for the economic and social well-being of the state and its citizens” and that “assessment practices must be so designed as to permit the continued availability of open space lands for these purposes.”

 

BACKGROUND: Historically the subject parcel has been part of a larger Farm & Agricultural Land classified assemblage, from which smaller parts have been sold off over time.  This parcel was included in the Farm & Agricultural Land classification in that assemblage as part of the 20% of the total acreage allowed to be kept as a “woodlot” and has not actually been farmed or developed in any way due to access obstacles presented by the previously landlocked ownership. 

Applicants own the parcel adjacent to subject parcel to the Southeast, to which legal and physical access is in the process of being established, and their plans are to develop both parcels together in time as an equestrian boarding and training operation.  Because it has been part of the Farm & Agricultural Land classification and it shows the potential of being returned to that use in the future, and because the Open Space Land Agricultural Conservation classification is allowed to be reclassified to Farm & Agricultural Land without additional penalties, the Open Space Land Agricultural Conservation classification is presently the most feasible option for the applicants.
