PURPOSE: Approval of Amendment No. 6 to the Software License and Services Agreement between Snohomish County and Cartegraph, Inc. to add an Orange Advantage support subscription.
BACKGROUND: On September 25, 2015, Snohomish County executed a Software License and Services Agreement between Snohomish County and Cartegraph, Inc. (the “Agreement”) for an automated asset maintenance management system which was initially released to the Road Maintenance and Solid Waste divisions of Public Works but has now been implemented department wide. Since that time five amendments have been processed: Amendment 1 extended the initial term by six months through August 31, 2021, Amendment 2 added additional but related scope and budget, Amendment 3 renewed all five additional one-year terms for the Agreement through August 31, 2026, Amendment 4 added DCNR to the Agreement, and Amendment 5 added the Airport to the Agreement. County departments sometimes have a need for additional remote support including but not limited to training, configuration, reports, automations, dashboards, consultation, and imports. Cartegraph provides support subscriptions at a discounted price. The County and Cartegraph have agreed to add a subscription for Orange Advantage support to the Agreement at a fixed price through the remainder of the Agreement term. Approval of this Amendment 6 will allow County departments to access and utilize the Orange Advantage support subscription at a fixed annual cost for the remainder of the Agreement. If approved, the total amount payable under this Agreement will not exceed $2,537,116.33 plus applicable sales tax.

DEPARTMENT FISCAL IMPACT NOTES: 2024 expenses will be paid for by the Public Works road maintenance fund. IT will include expenses for 2025 in their 2025 budget request.
