PURPOSE: Council approval for Executive signature of a Professional Services Agreement with C.H. Johnson Consulting, Inc.
BACKGROUND: Snohomish County has owned and operated the Evergreen State Fair Park for over 100 years. The Fair Park includes a variety of recreational facilities including equestrian facilities, Western Heritage Museum, motor speedway, RV camping, a motor track and is the site of the Evergreen State Fair. The Park is heavily used and a number of issues related to the age of the facility and deteriorating infrastructures have been identified. Based on these concerns, the park was specifically identified in the 2015 Snohomish County Park and Recreation Element (PRE) as a priority for renovation. An updated preferred plan will review the development recommendations identified in the previous 2014 master plan and update the implementation plan to fit with current market analysis, the current mission/vision of the Department of Conservation and Natural Resources (DCNR) and the Evergreen State Fair Park’s current planning priorities. A Request for Qualifications (RFQ 23-007RB) was released in 2023 seeking consultant services for preferred park plan update services for the Evergreen State Fair Park. C.H. Johnson Consulting, Inc. (‘Johnson Consulting’) was selected through a competitive review process as the best qualified firm to complete the identified work. Snohomish County Parks and Recreation and Johnson Consulting have negotiated a contract scope and fee to complete the identified work and there is sufficient funding within the Fair Park’s 180 fund budget to cover the expense.
