PURPOSE: Approve and Authorize Snohomish County Executive to sign an amendment adding budget and time to a consultant agreement for planning and design of the Snohomish River regional trail.
BACKGROUND: In April of 2024, Snohomish County executed a Professional Services Agreement with Toole Design Group, LLC, to plan and design the Snohomish River Regional Trail. Since then, Toole has conducted site feasibility studies, public outreach, and jurisdictional collaboration and stakeholder consultation. As this work progressed, additional alignment/sub-alignment options were identified above and beyond the three anticipated for evaluation in the original agreement. The County requested Toole analyze these added alignment/sub-alignment options. The additional analysis required more level of effort to complete than what was initially assumed and caused the schedule to extend another seven months. For these reasons, the County and Toole have negotiated a fee supplement and time extension. The amendment would add $43,329 to the agreement and extend it through December 31, 2025. Parks has funding available for the amendment in its current capital budget.
