PURPOSE: To authorize the County Executive to approve the Assignment and Assumption of State Governmental Affairs services to Columbia Policy Advisors from Gordon Thomas Honeywell.
BACKGROUND: Josh Weiss is the key contact for Gordon Thomas Honeywell’s state governmental affairs services to Snohomish County. Beginning May 1, 2025, Weiss will continue to provide governmental relations services through his own company, Columbia Policy Advisors. Gordon Thomas Honeywell has agreed to facilitate the transfer of our contract to Columbia Policy Advisors and the separation is amicable. The current contract amendment between Gordon Thomas Honeywell and Snohomish County expires July 31, 2025, but allows an additional 1-year extension. It is the County’s preference to exercise this extension. Gordon Thomas Honeywell agrees to assign the remainder of the contract to Columbia Policy Advisors through an Assignment Agreement. County legal counsel has reviewed the Assignment Agreement and all suggested changes have been accepted. Before May 1, 2025, Columbia Policy Advisors will provide the County with a certificate of insurance that meets the terms of the contract. Council Chair Nehring has been consulted about the assignment and supports moving forward with this change.
