PURPOSE: Approve a Motion Amending the 2023 Annual Action Plan

 

BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG). 

The amendment is a substantial amendment to the 2023 Annual Action Plan (2023 AAP) for a Snohomish County CDBG services project. 

YWCA of Seattle-King County-Snohomish County - Families in Transition (YWCA-FIT)
 
Pursuant to Motion No. 23-165, the 2023 Annual Action Plan was approved on May 3, 2023, and included an award of $139,576 in CDBG funds for the YWCA-FIT project. The project provides home-based case management and Individualized support services to low income, homeless, single parents ages 18 and older with disabilities and their dependent children in permanent supportive housing.  

This substantial amendment is proposing to expand the population served to include low-income, homeless households with disabilities in permanent supportive housing without children. The YWCA-Fit program does not have enough households with children on their caseload in need of services to meet their contract goals but have households without children that need the services and could benefit from the program.

This change will not reduce or have a negative impact on their ability to serve the original target population and there are no changes to the number of households to be served. 

The amendment underwent a required ten-day comment period with the Consortium’s Housing and Community Development Policy Advisory Board (PAB) which closed on August 25, 2023, and a required 30-day public review and comment period which closed on October 2, 2023.  No comments were received from either comment period.
