PURPOSE: Authorize the Executive signature on HUD CoC Grant Agreement for renewal projects

 

BACKGROUND: On September 29, 2022, Snohomish County submitted project applications for the Fiscal Year (FY) 2022 Continuum of Care (CoC) Program competition to the U.S. Department of Housing and Urban Development (HUD).  On March 28, 2023, HUD announced the awards, and Snohomish County, which was designated as a Unified Funding Agency (UFA) in the FY2022 funding process, was awarded twenty-six (26) projects in total, including twenty-three (23) renewal projects, two (2) Youth Homeless Demonstration Program (YHDP) projects, and one (1) new project.   

HUD is offering the County a stand-alone grant agreement for the renewal projects.  The renewal CoC Grant Agreement totals $11,827,218 for the period of July 1, 2023, through June 30, 2024.  Four (4) of the projects included in the renewal CoC Grant Agreement will be operated by the County:  Snohomish County CoC Planning, Coordinated Entry, HMIS Lead, and UFA Costs, totaling $1,058,603.  The County will provide $264,652 to meet the match requirement for these four (4) projects. The remaining renewal grant funds will be subcontracted with nonprofit agencies that will operate nineteen (19) projects, which include permanent supportive housing, rapid rehousing, joint transitional housing-rapid rehousing, and supportive services.  Details on the twenty-three (23) projects in the renewal CoC Grant Agreement are included on the next page. 

This agreement was included in the 2023 Human Services Department Grant Work Plan (GWP) approved via Motion 22-417.  The total exceeds the amount included in the GWP by more than $50,000 and now requires Council approval.  Please see Funding Specifics attachment for detail.

Expedited approval is requested due to the HUD deadline and as the projects start July 1, 2023 funding is needed to ensure that there is not a disruption to the services and rental assistance that these funds support.

DEPARTMENT FISCAL IMPACT NOTES:  The County will receive $1,058,603 to operate four (4) projects. The match requirement for these projects is $264,652, which will be met using Ending Homeless Program recording fee revenues, Systems Demonstration Grant funds, and Community Services Block Grant funds. There is no impact to the County General Revenues as a result of this action. The balance, along with the match requirement for the subcontracted amount, will be passed to the subrecipients.
