PURPOSE: Approve a motion to amend the 2021 Annual Action Plan

 

BACKGROUND: Snohomish County, as lead agency of the Snohomish County Urban County Consortium (Consortium), administers federal funds received under the HOME Investment Partnership (HOME) program to help meet local affordable housing needs.   Pursuant to an interlocal agreement, 21% of these funds are set-aside each year for affordable housing activities that benefit residents of the City of Everett.  The projects for these set-aside funds are selected by the City of Everett, with final approval by Snohomish County through adoption of the Annual Action Plan for these funds, or by amendment to the Annual Action Plan after adoption.

The City of Everett is proposing an amendment to increase the amount of HOME Program Income (PI) received in the 2020 program year (2020 PY) through the City of Everett - Community Housing Improvement Program (CHIP).

CHIP provides low-interest loans to low- and moderate-income homeowners to rehabilitate their homes.  Program income generated from loan interest payments and repayment of loans is used to provide additional loans under the program.

Consortiums receiving HOME funds are required to include in each Annual Action Plan, PI collected in the prior program year for use in the upcoming year’s project activities. The 2020 PY ended June 30, 2021. The approved 2021 AAP includes City of Everett HOME PI collected through March 9, 2021, based on the most recent information available at the time.  The City of Everett received additional HOME PI in the last few months of the 2020 PY and this amendment will add the additional PI to the 2021 AAP as required.

The approved 2021 AAP included an award of $72,552.22 in City of Everett HOME PI.  This proposed substantial amendment, if approved, will add an additional $174,567.40 in 2020 HOME program income to the 2021 AAP, bringing the total HOME PI for CHIP to $247,119.62.
