PURPOSE: Approve a motion to amend the 2019 Annual Action Plan
BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, and Emergency Solutions Grant (ESG) Program.
Pursuant to Council Motion 19-093, the 2019 Annual Action Plan was approved on May 1, 2019.
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act made available $5 billion in supplemental Community Development Block Grant - Coronavirus funds (CDBG-CV) funds nationally. The U.S Department of Housing and Urban Development (HUD) allocated $4,925,992 to the Consortium, consisting of $1,830,114 in CDBG-CV1 and $3,095,878 in CDBG-CV3 funds.
On December 5, 2022, the Policy Advisory Board (PAB) approved reallocating $1,920,428 in CDBG-CV1 & CV3 funds to public facility and Infrastructure projects through a Notice of Funding Opportunity, which was published on January 19, 2023. Two projects received a total of $398,380 in CDBG-CV funds leaving a balance of $1,320,428. Motion 24-210 awarded $600,000 in reallocated CDBG-CV3 funds to Fire District 24 for their Coronavirus Education Prevention Facility, leaving a balance of $922,048 to be reallocated.
Proposed Substantial Amendments:
A. Grant Administration and Planning Activities
As allowed under the CDBG-CV regulations, $985,197 (20%) in CDBG-CV grant funds were allocated to Snohomish County for grants administration and planning activities. Of the $1,920,428 in CDBG-CV funds reallocated on December 5, 2022, $704,427 was grant administration and planning activity funds that were not expected to be needed for that purpose.
This proposed amendment, if approved, will add $200,000 in CDBG-CV3 funds back to Snohomish County grants administration and planning activities.
B. Correction of an Administrative Error
CDBG-CV3 funds were allocated to the Human Services Department Developmental Disabilities and Early Learning Division (DDELD) to fund Employment Support Services Programs, which provide outreach and individualized employment services to engage, connect and support individuals and families who are experiencing housing instability or homelessness to obtain and maintain employment stability.
Motion #21-251, approved funding $619,173 in CDBG-CV3 funds to three agencies at $206,391 each: Cares of WA, Orion, and Housing Hope, to operate Employment Support Services Programs (ESSP). DDELD allocated $484,139 in additional CDBG-CV3 funds to each ESSP without knowledge of the required amendment process for CDBG-CV funds.
If approved, this substantial amendment correction will correct the administrative error by following the CPP process for substantial amendments and will allocate $484,139 in CDBG-CV3 funds as described below:

C. Request for Additional CDBG-CV3 funds for the Employment Support Services Programs
Developmental Disabilities and Early Learning is requesting $722,048 in additional CDBG-CV3 funds for Cares of WA, Orion, and Housing Hope, to continue to operate their ESSP. Awarding additional funding will help meet a critical need for community members experiencing housing instability or homelessness to obtain and maintain employment stability. If this amendment is approved, the total funding award to each agency is described below:

These amendments underwent a required ten-day comment period with the Consortium’s PAB which closed on November 12, 2024, and a required 30-day public review and comment period which closed on December 13, 2024. No comments were received from either comment period.
