ITEM TITLE:

Title

Ordinance 26-072, approving and authorizing the County Executive to sign an Interlocal Agreement between Snohomish County and the City of Monroe, for the Monroe Davis Annexation

body

DEPARTMENT:  Planning and Development Services

ORIGINATOR:  Eileen Canola

EXECUTIVE RECOMMENDATION:  Approved by Michael McCrary 10/19/26

PURPOSE: To review and approve an annexation interlocal agreement with the City of Monroe for the Davis Annexation to facilitate the transfer of jurisdiction and services.

BACKGROUND: As the County and the city of Monroe (City) lack an current and effective master annexation interlocal agreement (MAILA) to guide the orderly transition of jurisdiction and services, the attached ILA titled, Approving and Authorizing the County Executive to Sign an Interlocal Agreement Between Snohomish County and the City of Monroe, for the Monroe Davis Annexation would serve to facilitate the Monroe Davis Annexation consistent with the Washington State Growth Management Act (GMA), the Snohomish County Countywide Planning Policies (CPPs), and the Snohomish County Growth Management Act Comprehensive Plan (GMACP). The attached ILA would help facilitate the City’s annexation of approximately 23 acres comprising the Monroe Davis Annexation that were added to the City of Monroe UGA through Snohomish County’s 2024 Comprehensive Plan Update process (MON2 application), and the Snohomish County Council approved the Urban Growth Area expansion and redesignated the properties to Urban Low Density Residential and rezoned them to Residential 9,600 (R-9,600) in December 2024. The City adopted Ordinance No. 003/2026 for a pre-annexation zoning of Single-Family Residential - 7 Units per Acre (R7) for the subject site, which satisfies the County’s GMACP requiring a minimum net density of six dwelling units per acre, upon annexation.
