PURPOSE: Extending the Interlocal Agreement with Community Transit to implement the Commute Trip Reduction (CTR) activities among the CTR affected employers in unincorporated Snohomish County as required by RCW 70A.15.4020.
BACKGROUND: This agreement is a continuation of an agreement that expires on June 30, 2023 (Ord. 19-018). RCW 70A.15.4020 requires that counties and cities containing affected employers (a private or public employer that employs 100 or more full-time employees at a worksite who begin their workday between 6 am and 9 am on weekdays) develop ordinances, plans and programs to reduce Vehicle Miles Traveled (VMT) and Single Occupant Vehicle (SOV) commute trips, and thereby reduce vehicle-related air pollution, traffic congestion, energy use, and greenhouse gas emissions. Snohomish County has adopted the required CTR ordinance, SCC 32.40, and has developed the required CTR plan and programs. Unincorporated Snohomish County has 11 affected employers. In the unincorporated area of Lynnwood, these include: Alderwood Water and Wastewater District, Crane Aerospace and Electronics, Infineon Technologies, Partner Therapeutics, and the WA State Dept. of Social and Health Services. In the unincorporated area of Everett these include Aviation Technical Services (ATS), Collins Aerospace, Korry Electronics, Qualitel Corporation, and Boeing EMC. Through this agreement, Community Transit agrees to implement the marketing, training, technical assistance, and reporting aspects of the county ordinance, plan, and programs. The County will continue to be responsible for the enforcement of the ordinance when necessary.

DEPARTMENT FISCAL IMPACT NOTES: No fiscal impacts. Community Transit will be paid with funds directly from the Washington State Department of Transportation (WSDOT). The State of Washington has put aside funds for the administration of the CTR program. Community Transit is reimbursed for the CTR work that they do in Snohomish County using these state funds through a separate agreement with WSDOT.
