Title

Motion 26-416, authorizing the County Executive to sign Supplement No. 8 to Professional Services Agreement CCF03-21 with Otak, Inc. to provide design services for the Alderwood Mall Parkway Project

body

DEPARTMENT:  Public Works

ORIGINATOR:  Julie High

EXECUTIVE RECOMMENDATION:  Approved by Thomas Teigen 10/14/26

PURPOSE: Approval of Proposed Motion, authorizing the County Executive to sign Supplement No. 8 to Professional Services Agreement CCF03-21 with Otak, Inc. to provide design services for the Alderwood Mall Parkway Project

BACKGROUND:
The Department of Public Works (PW) intends to improve traffic flow and capacity on Alderwood Mall Parkway by widening to a five-lane roadway between the northbound ramps of State Route 525 and the 16800 block of Alderwood Mall Parkway.

The project will construct new travel lanes, a center turn lane, bike lanes, and sidewalk, as well as modifying the intersection of SR 525 northbound ramps and Alderwood Mall Parkway.  The existing culverts for Box Spring Creek and two unnamed streams will be upgraded to fish passable culverts.

Otak, Inc. responded to RFQ-006-21DW and was selected through established federal, state and county policies and practices. The initial agreement was approved by Council on 12/16/21 for $834,865.00 and included an $83,486.00 authorized reserve.

Since that time, seven supplements have been issued. The authorized reserve amount has not been used. Supplement Nos. 1-4 and 6-7 were no-cost administrative supplements to extend the contract completion date and/or make periodic contractual rate adjustments. Supplement No. 5 was approved by County Council under Motion 25-277 and increased the project design budget by $226,073.00.

The total budget for this Supplement No. 8 ECAF is $113,471.00, adds an additional scope to address additional review comments from the project’s permitting agencies, including the County environmental review, WSDOT and the Washington Department of Fish and Wildlife for new standards for fish passage culverts, which have been added since the project began. This supplement also extends the contract completion date to 12/31/28.
