PURPOSE: To approve the justification to award, and award contract PW-25-0382SB Airport 2025 Paving Projects to Lakeside Industries, Inc.
BACKGROUND:
• Snohomish County Airport/Paine Field (the Airport) intends to complete the project “Airport 2025 Paving Projects” which was advertised for formal bidding in contract PW-25-0382SB.
• Bids were opened on February 13, 2025, with two bids received. The responsive and responsible low bidder was determined to be Lakeside Industries, Inc. (Lakeside).
• The low bid of $1,813,852.50 (+ tax) was 30% above the engineer’s estimate of $1,395,300.
• Per Snohomish County Code, Section 3.04.165, bids more than 10% above engineer’s estimate require justification and approval of the County Council to award.
• The airport has prepared a justification memo (attached) in accordance with SCC 3.04.165 to award the contract to Lakeside, in the amount of $1,813,852.50 + applicable sales tax.
