PURPOSE: To fill a vacant position within the Airport Commission.

 

BACKGROUND: The Airport Commission was established by Ordinance 17-003 on March 29, 2017. The Airport Commission acts as an advisory board to the Executive.The Airport Commission is composed of thirteen (13) members consisting of one person from each council district, three persons from the airport tenant community, three persons from the business community, and two persons from the county at large. Mr. Tom Hoban, who represented the County at-large on the Airport Commission, had his term expire in Q1 of 2026. Three applicants were received for the vacant position. Per SSC 2.03.030, Mr. Zhibin (Harrison) Yang was recommended by Executive David Somers for the at-large position. Mr. Yang currently leads the development of the sustainable aviation fuel (SAF) testing and repository facilities at Paine Field Snohomish County Airport (PAE) and is a Research Assistant Professor at Western Washington University (WSU) Tri-Cities. He specializes in SAF and works daily with aircraft manufacturers and the aviation community at PAE. Mr. Yang brings a wealth of technical knowledge and community perspective on airport operation, planning, and SAF infrastructure. Additionally, Mr. Yang also holds a Private Pilot Certificate. If approved, Mr. Yang would serve a four-year term on the board and may be reappointed for a second term by Council.
