body
DEPARTMENT: Executive
ORIGINATOR: Trudy Soriano
EXECUTIVE RECOMMENDATION: Approved
PURPOSE: Approval of Supplement #3 to the Snohomish County Agreement with WSDOT Local Programs, which project updates. The first is a shift of funding, within Task 1 - Temp SAF Repository, between PE (engineering) and CN (construction) for tenant improvements of IAC Building Suites N/O. The second is a shift in funds between project tasks to supplement Temporary Site equipment costs.
BACKGROUND: Snohomish County has received a $6.5 million grant from the State of Washington through the Department of Transportation for the development of an applied sustainable aviation fuel (SAF) evaluation center. The Snohomish County Council enacted Ordinance 23-142, which approved and authorized the County Executive to sign the Local Programs State Funding Agreement on January 24th, 2024. Snohomish County and the Department of Transportation wish to change the allocation of the grant funds among the tasks in the Local Programs State Funding Agreement. To change the allocation of the grant funds among the tasks in the Local Programs State Funding Agreement requires the execution of an amendment using Supplement Form. On August 24, 2024, Snohomish County Council approved by Motion Supplement 1 for the Applied Sustainable Aviation project and authorized the County Executive to sign the Local Program State Funding Agreement Supplement Form 140-087A and any additional supplements for the duration of the original agreement. Another re-allocation was approved with Supplement #2 on Jan 22, 2026. The re-allocation of costs from planning to construction is a result the project Phase 1 - Temp Site, transitioning from engineering to construction. Construction of this site will be conducted in partnership with the lessee, Washington State University, and will be completed in two segments. The first includes tenant improvements to Suite N/O of the IAC Building to transition the space to support laboratory functionality. The second segment will include the temporary installation of twelve fuel tanks in the adjacent parking lot. WSDOT will provide authorization of the first segment of construction dollars through, for the laboratory TIs, through Supplement #3. An additional Supplement will be required for the second segment of construction.
