ITEM TITLE:

Title

Motion 26-430, authorizing approval of grant award with Department of Health and Human Services for the Snohomish County Health Department and First Responders Coordinated Community Overdose Response Project

body

DEPARTMENT:  Health

ORIGINATOR:  Rhonda Smids-Osborne

EXECUTIVE RECOMMENDATION:  Approved (Lacey Harper 10/22/2026)

PURPOSE: Approve grant award from HHS SAMHSA for Snohomish County Health Department and First Responders Coordinated Community Overdose Response (SFRCCOR).

BACKGROUND: This grant award will strengthen the county’s efforts to connect individuals who use drugs with treatment and recovery services by expanding collaborative partnerships with first responders and community organizations. Since 2020, the Snohomish County Health Department has operated a leave-behind program in partnership with law enforcement and first responders through the Multi-Agency Coordination (MAC) Group initiative, previously funded by the Centers for Disease Control and Prevention. The new grant funding will increase the department’s capacity to link individuals to sustained treatment and recovery resources while enhancing community-wide overdose prevention and response education. The scope of work under this agreement is limited to treatment and recovery connections and does not include harm-reduction activities such as needle exchange programs.
