EXECUTIVE RECOMMENDATION:  NA

 

PURPOSE: This ordinance will amend Title 30 of the SCC to update development regulations related to the siting of fire and law enforcement facilities by allowing such uses outright in multiple zoning districts. 

 

BACKGROUND: Snohomish County Code 30.22, under zoning regulations, outlines which uses may be permitted (allowed outright), conditional (requires special review to ensure compatibility with permitted uses in the same zone, granted by the Hearing Examiner), administrative conditional (which requires a special review by the Department of Planning and Development Services), or prohibited (not allowed at all).   The proposed code changes would clarify the appropriate process for approving fire stations and sheriff precincts through permitted or conditionally permitted processes.  By addressing the need for additional and strategically located “critical facilities”, as defined by FEMA, the proposed ordinance would add new definitions for “fire station” and “sheriff precinct”, simplify the permitting process, and allow for the siting of such facilities to support necessary emergency responses serving urban and rural areas of Snohomish County.
