PURPOSE: State Snohomish County’s choice of monitoring option as required by NPDES municipal stormwater permit Special Condition S8
BACKGROUND: On July 1, 2024, the Washington State Department of Ecology (Ecology) reissued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State. NPDES Permit Special Condition S8 requires the County to choose between paying into a fund managed by Ecology or performing the monitoring in accordance with the provisions of the permit condition. The pay-in option will cost $230,588 per year, which is significantly less than the cost for the County to perform the monitoring, and also has less potential for permit noncompliance relative to performing the monitoring. The County selected the pay-in option to meet Special Condition S8 under the last two NPDES permits. The attached letter notifies Ecology that the County selects the pay-in option to comply with Special Condition S8 for the 2024 permit cycle, which ends July 31, 2029. As in the past, SWM utility fees are proposed to pay for this expense.
