ITEM TITLE:

Title

Authorizing the Executive to sign of Change Order CO-20 to Bid PW-24-027SB for the Construction at the New Start Center of Everett with Marpac Construction LLC.

body

DEPARTMENT:  Facilities and Fleet Management

ORIGINATOR:  Lance Meinhold

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: To obtain Executive approval of Change Order 20 to Marpac Construction.

BACKGROUND: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. During the design process and included in the bid documents, the four residential units were selected to be ADA accessible units due to their proximity to parking stalls which could be leveled to within barrier free requirements. Demolition of adjacent drywall finishes to reveal the door jambs revealed the doors into these units will not be as simple to enlarge to accessible standards as hoped for during the design phase. This condition was hidden and could not have been known until after abatement demolition was completed on the drywall. Similarly, the layout of the restrooms for these accessible units cannot be accomplished as hoped for due to the location of existing plumbing and electrical utilities within walls that connect to the floor above and were not known until the completion of the abatement related demolition. The changes require rework of the walls, flooring, fixtures, and features on the first floor but allow the second floor to remain in the existing configuration. Providing the layout from the bid documents would have required reworking of elements on both floors. The revised layout is the quicker, less costly of the two options. A closer inspection of the building code compared to the door hardware schedule has resulted in the elimination of automated door operators, some access controls, and other door hardware elements. These cost savings are being returned to the project as the second part of this change order.
