EXECUTIVE RECOMMENDATION:  Approved by Tom Teigen 8/6/26

 

PURPOSE: Approval of Change Order #2 to authorize payment to the contractor, Northwest Construction, for added work associated with adding drainage improvements and asphalt pavement to the container laydown area and existing access road.

 

BACKGROUND: Snohomish County and Northwest Construction entered into agreement #CA03-26 on May 7, 2026, for construction of the Intermodal Rail Yard Track Expansion Phase 1 project. • Adding drainage improvements and asphalt pavement to the container laydown area and existing access road improves and facilitates on-site waste operations during project construction. • This added work was programmed for construction in the subsequent Phase 2 project. • Adding this work now eliminates the need for future removal and reconstruction of temporary Phase 1 improvements. • These changes mitigate water quality regulatory risk during and after project construction. • Northwest Construction is entitled to additional compensation due to this added work. • The Intermodal Rail Yard Track Expansion Phase 1 project is located in Council District 2.
